What has to be filled in first, what happens when you publish, and what changes afterwards.
A new event is a draft: yours alone, invisible to everyone else, and free to change. Publishing puts it on the public events listing and gives it a page anyone can open, signed in or not.

That is the whole list. The town is required because a listing entry with no place tells a traveler nothing, and it is checked as the town specifically — a venue name on its own reads like a location and is not one.
You do not need a schedule, a poster, a sanction claim or an entry fee to publish. All of them can be added afterwards.
Publishing makes the event visible. It does not open registration — that is its own step on the same screen, and it has no preconditions at all.
If you set a registration window when you created the event, it opens and closes by itself at those times. Otherwise open and close it by hand.
You can keep editing a published event. Most changes are silent, but some are material and email everyone who has entered:
Renaming the event does not email anybody.
Changing the schedule emails registrants too, with a switch to suppress it that is ticked on by default — a moved weigh-in is something a fighter has to act on. Announcements are the other way round: the notify switch is off by default, because most posts are "parking is round the back".
If a federation has confirmed your sanction, changing the event's name, dates or location marks that evidence as stale — the federation approved a particular card, and the card has changed.
For an imported event, Re-sync from Webpoint on the edit screen is how the mark comes back without a person having to review it.
Cancelling emails every registrant and cannot be undone. A cancelled event stays in the record; it is not deleted.
Completed is likewise final.
